Peace meanwhile still trembles in the balance. And, while the Duke of Westminster's "Declaration Against War" has received over 120,000 signatures, including the honoured names of Lord Shaftesbury, Thomas Carlyle, Joseph Arch, Thomas Burt, M.P., Joseph Chamberlain, M.P., Jacob Bright, M.P., Charles Darwin ...[the remaining names have not been transcribed.]

The petition was in reference to the 1875-1878 Balkans crisis, finally concluded with the Treaty of Berlin in 1878. Darwin forwarded the memorial to Hooker and Huxley to sign.
